Deputy Prime Minister and Minister for Finance Heng Swee Keat will deliver Singapore’s Budget Speech on February 18, 2020. To kick-start the year, the 2020 Budget is expected to be generous, given that the region faces continued economic challenges.
In his New Year Day Message, PM Lee hinted that the government will support businesses to raise their productivity and build new capabilities in the Budget. The government is also anticipated to help workers address the rising cost of living.

United Overseas Bank (UOB)
Mr Koh heads the Business Insights and Analytics team within UOB’s Group Wholesale Banking Sector Solutions Group, that focuses on developing sector specific solutions by leveraging on Data Analytics and Industry Insights across 6 broad industry groups spanning key ASEAN-Greater China markets.
Mr Koh has more than 15 years in banking and global markets research experience. Prior to this, he anchored the UOB Macro‐economic and Markets research, where he led a team of macro economists, FX and rates strategies for both asset and liabilities management. Mr Koh has also been invited for regular interviews with major financial media such as ChannelNewsAsia (CNA), CNBC, Bloomberg Television, Shanghai 第一财经, local radio and television stations (both English and Mandarin).
He also headed UOB’s Investor Relations/Credit Rating team and led group communications with institutional investors/research analysts (debt and equity). Under his leadership, the team developed clear and consistent communication on results earnings, operating environment and group strategy and initiatives to stakeholders. Mr Koh has also organised and represented UOB in various roadshows (debt and equity), conferences with analysts/investors around the world and led investor communication process for corporate development, capital management and fund raising exercises.

Irene has 13 years of experience in providing corporate and international tax advisory services to multinational companies with a special focus on clients in the oil and gas, chemicals, mining, and commodity trading space.
Irene has advised clients on the structuring of inbound and outbound investments and the setting up of regional trading and headquarters functions in Singapore. This involved amongst others, developing sustainable and tax efficient holding, financing and operating structures. She has also advised clients across various sectors on realignment of tax and business operating models, business integrations and corporate structure simplifications. As a tax incentive specialist, she assists clients with incentive planning, strategy, negotiation, application and compliance as part of the design and implementation of regional structures and business models.
She is an oil and gas and commodity specialist. She manages a portfolio of clients in the oil and gas, chemicals, mining and commodity trading sectors, assisting them with their day-to-day tax matters.
From 2013 to 2015, Irene headed up the Singapore tax desk in PwC New York, providing tax advisory services to US-based MNCs. Prior to PwC, Irene was a senior officer with International Enterprise Singapore, responsible for promoting Singapore as a global trading hub and administration of the Global Trader Programme, a tax incentive for commodity trading companies.
Irene graduated from the National University of Singapore with a Degree in Business Administration (Finance). She is an Accredited Tax Practitioner.

Dann Sim is a Senior Vice President and Head of Commercial Subsidiaries Group (CSG) in Singapore, an unit dedicated to serving the banking needs of commercial subsidiaries with parent companies domiciled outside of Singapore.
A career Citibanker, Dann started his banking career in Citi as an Operations Control Manager in Aug 2000. During his 3½ years stint in Citi’s Operations and Technology (O&T) division, Dann was managing a team of operations control officers. Dann was a Management Associate of Citi Global Corporate Investment Bank (GCIB), where he rotated to various functions within the bank, notably TTS Trade Sales, Trade operations, Risk Portfolio Management, and Business Development in Citi Commercial Bank.
Prior to his appointment as CSG Head, Dann was a Team Manager with Citi Commercial Bank managing a team of relationship managers in the SME segment. Dann has been a Commercial Banker for the last 12 years.
Dann holds a bachelor degree in Business Administration from the National University of Singapore and completed his secondary and college studies in Hwa Chong Institution. Dann has always been active in extra-curricular activities and assumed various leadership roles throughout his years in school. He was an NUS Student leader, Hwa Chong Student Councillor, Chinese Orchestra chairman, and National Track and Field School representative to name a few.
